15Digital Remote Sensing for International Human Rights Advocacy: Critiques and Practice

Zusammenfassung
Modern international human rights campaigns increasingly capitalize on the use of remote sensing (RS) data. Images that document mass atrocities, war crimes, and other major violations of International Human Rights (IHR) law have become significant publicity tools available to INGOs active in the human rights and humanitarian fields. However, the everyday practice of RS as a functional tool is more significant than simply publishing images of horror and destruction. This talk will engage with the most prominent critiques of RS use in human rights advocacy, as well as exploring the series of distinct yet complementary roles that RS supports for major human rights groups. It will argue that the development and adoption of RS has had a significant impact on the internal practice of human rights advocacy, and has begun to appreciably change the temporal capacity of IHR actors – both in terms of analytical processes, in the use of actionable data in the field, in crisis narrative perception, and in leveraging human rights knowledge for the purposes of influencing elite and public opinion.
Informationen zum Referenten:
Dr. James Walker holds a PhD in Geography from UCLA. In addition to being a Visiting Scholar at FAU, he also teaches as Adjunct Faculty in the M.A. Program in Human Rights. Combining critical geopolitics, International Practice Theory (IPT), and Science and Technology Studies (STS), his work focuses on the impact of new technologies for human rights oriented non-state actors. In particular, he studies the adoption of Remote Sensing (RS) technology by INGO groups engaged in documentation and advocacy concerning war crimes, crimes against humanity, and other major violations of international humanitarian and human rights law.
